Defence is really very powerful, the issue is that most"round" account assembles end up using a lesser hp level than their battle level, and for pvp hp is quite important. If you place 70 in most stats (like prayer) you are out with a level 89 accounts with 72 hitpoints, which can be just about 1 shot by a pure of the same combat employing an ags. Even a rune pure could strike a 70 AND have vengeance.
     The reason the level 50 can hit the same as an 80 is since they possess the identical strength level. Pures often don't like fighting defence accounts because they end up being so inaccurate against them it takes multiple struggles to eventually get the rng to kill them.
